Both white bishops are still at home and the king has not castled. Black swapped off his light-squared bishop long ago, so every light square in the centre and on the queenside is White's to keep, and the black knight on the back rank is heading for a central hole that no white pawn will ever be able to touch. White wants a move that develops, makes castling legal, and takes aim at the weak colour. It will not look impressive on the square it lands on.
